  Banks County Georgia 1864 Census for the Re-Organization of the Georgia Militia Background note: Governor Joseph Brown insisted the State needed protection for women, children, elderly and invalids living home during the War. Every time State troops were formed they were taken into the CSA. Since there was no homefront protection, Governor Brown and the Georgia Legislature issued an order for a statewide census which would enable a reorganization of the State Militia.
